UN speaks out for people

United Nations humanitarian aid agencies moved quickly today to demand a speedy restoration of security and basic services in Iraq, following the UN Security Council's vote to end 13 years of economic sanctions.

"The civilian population - and children in particular - remains at risk, particularly if the security situation does not improve," UN Deputy Secretary General Louise Frechette said.

Jakob Kellenberger, president of the International Committee of the Red Cross, also warned that "things could still turn wrong if security is not improved".

The World Food Programme planned to make 480,000 tons of food available every month starting in June, executive director James Morris said.

He said 60pc of Iraq's people relied on food rations.
