Important lessons must be learnt from the ghost ships fiasco if the affair is not to be repeated, said one of the key players today.

The Environment Agency has been involved in policing the controversial deal and granted a number of licences to would-be dismantler Able UK allowing it to proceed.

Able UK's deal to recycle retired US naval vessels last year ran into stormy waters when it was revealed a number of licences and permissions held by the firm to do work were invalid.

Work to apply for all relevant permissions is underway.

Today the Agency publishes a report into the affair and its aftermath and concludes there is a need for a Government policy on ship recycling, that regulators need to work closer, and that companies submitting complex, and tricky, applications should be guided through the process.

Peter Stephenson, managing director of Able UK, said: "The Government departments do now appear to be working together on this.

"Where we once had meetings with just one department at a time they are now all in on it."
